Is that three clues for three answers, and can you tell us how many letters each/the answer is?
Oops. Forgot to give the number of letter. Now amended. Yes, it's three clues for the first three across answers.

1) 'Proper' for the first,
2) 'Teat' for the second, but that's 4 letters, not 3 as you indicate, and
3) there's no 'Cut' clue in the list - did you mean 'Chop' for which there is a 3 letter answer of 'Axe'
So:
Proper
Teat
Axe
So I'm presuming you were aiming for
"Property Tax"
