From The Daily Mail:
A million jobless people are to be forced into a massive new welfare-to-work scheme run by private firms to ensure British jobs are filled by British workers, ministers will pledge today.
Companies, as well as some charities and public sector bodies, will be paid bounties of between £4,000 and £13,700 for every unemployed person they get into long-term work.
The plans include recruiting former Army officers to help instill discipline into young jobseekers, setting up restaurants to train people to work in the catering industry and creating funds for those that want to start their own businesses...
Just off the top of my head, I reckon it's pretty inconceivable that it could ever happen that when somebody is offered a job somewhere, somebody in the HR department at that company gets in touch with a mate at the W2W provider, and instead of taking on that person directly, they re-route the recruitment process via the W2W to bank the lovely £4,000 - £13,700 bonus, which the W2W provider and actual employer then split between themselves.
We can also rule out the possibility that a lot of existing recruitment agencies for lower-end jobs see their business dry up.
Sounds as if he's been reassured

My mother used to say that it would be better if the government could just give money to the Tory/Labour party and not have to give it to the construction industry first, so that they could hand some of it to the intended recipient.
Having undertaken vector analysis, I would say this is the same disease, simply another vector.
I think this scheme will achieve its aim admirably.
I'm 45. I've been aware for most of my adult life that my country was descending into madness. So it surprises me that I still feel surprise at particular mad things our masters do. But, I had that little twinge just now reading this. And a few days ago with the new Sumptuary Laws.
Who shall we vote for this time? The Carrot Party or the Stick Party? Oh, the Stick Party this time. Short, sharp shock. That'll work, just like it didn't all the previous times.
Prussia was trounced on the battlefield in 1918; but still the Prussianist dreams go on. The State will run everything. Yes, that's the way forward. Not enough regimentation. Not enough organisation. Just a bit more, then we'll fix things!
Sigh.
I guess it's time that the antics of the mad stopped surprising me.
Demonise the unemployed, have them march around like so many toy soldiers (with plenty of demented ex-Army staff to do the shouting) and then pay their pals in the consulting industry a fortune. Result: society more divided, nation more bankrupt. All so that Daily Mail readers can feel better about themselves.
Reminds me of that Mitchell and Webb thing: "What if we just killed all the poor?"

Don't jest. If it were politically acceptable to exterminate the unemployed, we'd have gas chambers.
Companies are now already offered incentives by the DWP. Most won't touch it with a barge pole.

"setting up restaurants to train people to work in the catering industry"
We're going to have the government running restaurants? Can anyone imagine anything worse? Your waitress will be some lazy, middle-aged cow, more interested in talking to her friends, will be rude serving you, tell you off for putting on too much salt, not allowing you cake because you had the steak, then taking the wine away after you'd had your 4 units of booze. And you'd better not make any blue or non-PC jokes or you'll get kicked out.
We already have 2 routes for any kid to get into catering: catering college (which are pretty good) or starting at the bottom in a good kitchen. I'm pretty sure that Momo or Gordon Ramsay have jobs come up for washer-uppers all the time.
Honestly, both parties are a joke. It's like going back to the days of Macmillan in this country with the "post-war consensus" of total surrender to the statist establishment.
B, IB, S, JH, JT thanks for input, so I take it none of you can see this plan possibly backfiring on any level? Great news! It's nice to see that our government has really thought something through for once.
