In defence of the BBC (something I rarely do), they're using a widely employed sexually neutral term. I use it myself. It's very unsatisfactory because of the "singlular / plural" problem. But political correctness takes precedence over mere grammar.

RM, yes, fair point, but how about "Can you stop pedophiles before they start?" or "Can you identify pedophiles before they commit a crime?"
