He (Milliband) will say: ‘We can’t afford to pay billions on ever-rising rents when we should be building homes to bring down the bill. Thirty years ago for every £100 we spent on housing, £80 was invested in bricks and mortar and £20 was spent on housing benefit. Today, for every £100 we spend on housing, just £5 is invested in bricks and mortar and £95 goes on housing benefit… We can start to bring about the shift from benefits to building. Bringing the housing benefit bill down for the long-term too.’

"Local communities should decide where they want new homes and developments to go and then give their consent in the form of planning permission,” Mr Benn said. “It’s the difference between having a say and having it done to you.”

Simples.

Miliband has a splendid mansion in a really expensive and densely built up area (i.e. North/central London). There's absolutely no way any social housing will be built anywhere near him.

Benn has a splendid mansion in the countryside somewhere, surrounded by Hallowed Green Belt. There is a possibility that some social housing would be built near his house.
