Similar thought crossed my mind; maybe, since they've largely exhausted the inspirations from "1984", they're moving downmarket a little to "The Aachen Memorandum".

I would think the list of potential brake-line cutters is pretty long.
Absoulutely no chance of EU being involved - they haven't got the wit or organsiational ability to pull off something like that.
Having said that, the French are in the Chair and their security services aren't squeaky clean!!!
