How do they work that out? It's like saying people were 'shocked' to see a man knocked unconscious at a boxing match, or a crash in a stock car race.

I think that they have to say that the onlookers are "shocked", it's part of the accepted usage. They know, we know, everyone knows that this is exactly the sort of thing the onlookers go to see.
