The fallacy is that a 'plan' is needed. The variables are too great to make 'a plan'. What is possible is to establish general principles - i.e. we are leaving the EU. You sort out as far as you can stuff like the Channel Tunnel (fairly easy to do) and decide for example, you will not be doing any tariffs and that agricultural subsidies (boo hiss) will continue pro tem, and then just do it. The rest will be sorted out on the hoof. Mind you, that's it for bureaucrats....
Competitive capitalism does this every minute of every day.
