Ahh! The negative equity homes of the near future. At which stage they'll all want more money so they can move / breed / get rid of disastrous spouse or partner and not be what the FSA is pleased to call "mortgage prisoners".
There's a Shared Equity scheme included too - buy 100% now, but only pay for 85% now, and the remaining 15% in 10 years. What fun getting an extended mortgage in 10 years if house prices go down!
Man from TW: "Look here, old boy, we've always been good supporters of the Conservative Party and we're stuck with all these houses on our books which aren't selling. Isn't there something you can do to help?". Special Advisor: "Well, the government is always keen to be seen to be doing something to help first time buyers, I'll drop a word or two in the right ear". And so it was done.

SB, what nobler recipient of money than a landowner?
I liked the bit about being available to first time buyers and existing home owners.
What they really mean is anyone.
I'd be interested how much 'discount' a cash buyer might get.
