Comrade Fukov, I know that you prefer state rationing anf state subsidy to housing, with you deciding who gets them and who doesn't, but in California, when you buy a house, part of the agreement is that you pay your property tax, which can go up or down, you can't buy a house (at a low price which has been depressed by future tax liabilities) and then start squealing.
Interesting to note that everybody in that article grumbled and paid up, so no confiscation involved. If you want police, schools, roads etc then somebody has to pay for them, and again, here in the West, people have to pay for goods and services rather than having an apparatchik like you make one group pay for it (income tax payers) and dish out the benefits to another group (land owners).
