And if it stops moving, subsidise it.” Tragically, despite the coalition’s best efforts, this remains true in the UK today.
If you squint a bit, that's actually a very Georgist-Libertarian way of looking at things:
"...government’s view of the economy can be summed up in a few short phrases: If it moves, tax it. If it keeps moving, regulate it. And if it can't move because it's land and buildings, subsidise it." Tragically, thanks to the coalition’s best efforts, this remains true in the UK today.

The "despite the coalition's best efforts" in the original quote is pretty questionable.
