Looks like something from Private Eye; it's certainly written in their style.
A list of n items where n-1 = "Er..." and n = "That's it." is, as PJH says, the Eye's style. Easy enough to copy, though.
Point 2, the deficit is increasing by 3 bil a week? Surely shome mishtake?

RLJ, good point, the deficit is £3 billion per week, so it's the total debt which is increasing by £3 billion per week.
