This country really is going downhill fast (as were the two lads, presumably). The Metro is a mass circulation daily newspaper and they can't even spell 'pedalling' correctly. 'Peddling' means 'selling', FFS.

How serious is what they did that warranted a custodial sentence?

But did they pass the Cycling Proficiency test? I think we should be told
UPDATE: They caught one of them seven miles away and the other one has made it into the British 2012 cycling team.
