The term could also be applied to the eternal "killer argument" against Land Value Tax, namely The Poor Widow Bogey (scroll down to near the end).

What would you call the opposite of shroud waving?
Scotland's health boards don't seem to have read the script du jour.
I learnt the phrase from Simon Jenkins' book "Accountable to None", which describes efforts to control health spending like this:
"The slightest attempt to curtail spending would lead to claims of empty wards, lengthening waiting lists and dead babies: a practice known as 'shroud waving'"
