I think this means war, not the physical kind though God knows a coup might have a lot of support. But war on Cameron and the EUphiles if (as expected) he tries to fudge his way out of this.

The liar was Brown, Cameron promised a referendum if the treaty was not ratified. It is disappointing that it was but he was not the one who broke the manifesto promise. In 2007 the 'cast iron promise' was made when there was every sign of an early election before Brown bottles it. I am against the EU as it stands but put the blame where it should be.

Where does he say "if there is an early election"? Where does he say "unless it is already ratified"? I can't see it myself.
Cameron definitely lied. Whether Brown lied depends on whether you believe the Treaty is the same thing as the Constitution (at least debatable).
