I suppose I can see that recreational fishing can effect fish stocks. A fish taken from the sea is a fish taken, whether it is commercial or recreational. (But fish over quota or under sized taken and thrown back dead is also lost from stocks.)

So a, b and c could make sense - perhaps commercial fishing has so dwindled that recreational fishing is now a significant proportion of fish landed. But once you have put recreational fishing on the same footing as commercial fishing, why d) - what does it matter to the fish stocks if fish is sold or not?

Obviously there is something other than fish stocks at stake.

I take it there will be a licence fee/tax involved.

What is at stake is controlfreakery over 4 million people ( UK ) unadministered, that in itself must be 'wrong'.
But what did they do when hunting with hounds was being 'banned', nothing.
