I've noticed that babies up to the age of one year old don't blink.
Like all intelligent animals (dogs, cows, monkeys, rats etc), even the youngest baby will stare you straight in the eyes (window to the soul, and all that). If you're sitting opposite one on the train or 'bus and you catch their eye, they will usually win a staring competition. They seem to start blinking at about the age of one; by the age of two, you can usually out-stare them if you concentrate.
Just sayin', is all.
