Yet when one questions the need, that is deemed irrelevant.

A gravestone tipping test, a flood evacuation plan from a field, using a mobile phones in a petrol station, hanging baskets from lamp posts, conker use by children or even canceling a custard pie championship due to unacceptable safety risk.

Yet how many casualties never mind fatalities have ever been experienced?

I suspect its a number that is as many as five and as few as none.

Gravestones are bloody dangerous actually. They once dug a few up and under each one was a dead body. So I'll make an exception for the 'gravestone tipping test'.
