Christina Speight summarises this whole charade thusly:
This is a classic example of how the EU works! Make all the preparations in detail and in secret, deny their importance and then at the earliest feasible moment spring the agreements on a gullible public as a fait accompli. Of course this means that when surprised in the act national ministers have to - er - LIE! Miliband has done just that!
Said is said.

EU Commissioner Neelie Kroes and David Miliband agreed in a done deal that 2,500 Post Offices will close to allow subsidies to continue until 2011.
I know there must be some really good reason for being in the Eu.
Not just not needing a Visa, but something else.
Is it free trade in the Euro area?
Is it freedom fron famine?
We were so desperate, for so long, to get in the club, but what do we actually gain?
You're an MP! D'you see that trough with your snout in it? That's why, mainly.
Alas, not an MEP. That calls for a special blend of Laissez Faire and a very, very large snout indeed.
But there mustbe some reason the whole of the EU people think its a good idea surely? The Irish will probably vote for Lisbon. Why ?
What do people think they are getting?
It's not's 'the whole of' though, is it?
It's most of the politicians - and the higher up they are, the more EU-phile they are, and about half of everybody else. But as long as the EU pays enough bribes and bungs to those people who raise their heads above the parapets to bring them onside, it can keep going. And what money is left it spends on propaganda. Which a lot of newspapers trot out without thought.
Their greatest triumph is conflating 'The EU' (a body of self-serving, hugely expensive and corrupt bureaucrats) with 'Europe' (a continent consisting of loads of different countries, some of which some of us love and some of which some of us hate. And some of which aren't even in the bloody EU).
By analogy, I can be perfectly happy being English and love England, but hate the gummint in London. So I am also perfectly happy being European but hating the gummint in Brussels.
