From The Telegraph:
Following the disastrous local elections, many are now openly saying that Gordon Brown couldn't run a whelk stall. Some go further, and say that the beleaguered Prime Minister couldn't run a whelk stall in Whelk Land at the height of the whelk season, in a year when there was a glut of whelks.

But, but, but, Gordon is a Scot, so the test is "Could he run a sweetie shop?". The answer is the same.
"Run a whelk stall in Whelk Land at the height of the whelk season, in a year when there was a glut of whelks."
Actually, that's probably rather difficult to do profitably.
