B, sod that, even if it did, why not just build council-owned housing? They can make it nice and rent it out for full whack, get a lot more money in than zero interest from landowner/developer.
Because "the housing crisis" is about middle class Tory voters not being able to "afford" to live in London, which city is generally a hotbed of nasty Labour supporters in an otherwise correctly-voting South East, and MCTVs don't want to live in social housing.
