Badly worded. The heading on the chart has it right. That said prices bid in tendering for new solar generation in Germany is at record lows this autumn. Below 0.07 euro p/kwh. So prices at source if not at system level continue to fall.
BJ. Clearly,'solar prices keep falling' on 'that' chart is wrong. That looks like a tweet? On the chart itself is the heading 'solar prices down since 2006 by 74%', which is correct. Mind you, the guy who tweeted the misleading comment above the chart could be excused seeing as no one here spotted the error until you pointed it out.

regarding subsidies, I don't know. Does it matter?

'Cos prices haven't kept falling. They leveled off after 2012. Duh!
