No, the 'living wage' won't cost Council's a single penny. However it will cost tax and rate payers.

Actually thinking about it a bit more carefully, what this is is an increase in 'benefits'….

It will shift cost from central government to local government.

Exactly. It is like a payrise for the lowest paid who are doing certain sorts of jobs, where the state will just raise their pay and raise taxes accordingly.

In the private sector there will be some pay rises, but more automation and some jobs moving abroad.

Which is A Good Thing. Either create more jobs with a JG and/or BIG.
Private ownership of production will be as questionable as ever in a fully automated/robotic economy. It will be interesting to see where this leads.
