The defence will be that the HB is a payment for the service provided by landlords in renting out their houses....
And the answer is...?

I had one chap a couple of we ago saying that if BTLers, like him, hadn't stepped in to buy council houses, hundreds of thousands of families would now be homeless.
Same argument for HB. Without this "incentive" our streets would be choc full of tent villages full of unfortunate poor men, women and children.
This is what people and politicans actually think.
L, yes I've had HB landlords tell me that.
The response is "OK, but what would happen to your overall income if HB were spent on building council houses instead?"
BJ, ah, the classic "disappearing homes conundrum".
It's more likely that the streets would be full of over geared impoverished ex-BTL landlords.
